Here's one way to wear them:
1) Pull the band over your neck
2) Make a figure 8 with the band
3) Pull the second loop over your head, so it's around twice
4) Pull 1 loop up onto your head and widen it out
5) Pull the second loop up onto your head on top of the first layer to keep is secure
